Introduction
Adopted on January 14, 1639, the Fundamental Orders of Connecticut established a written framework for self-government among the towns of Hartford, Windsor, and Wethersfield. Often considered the first American constitution, the Orders created a representative government based on the consent of the governed—without reference to royal authority.
